Tình huống

Nền tảng TikTok Shop Việt Nam áp dụng chính sách “Invite-Only” (chỉ bán khi được mời) đối với nhiều danh mục sản phẩm đặc thù yêu cầu người bán phải nộp hồ sơ, Hóa đơn liên quan qua Qualification Center trong Seller Center (đường dẫn: My Account > Account Settings > Qualification Center) mới được phép kinh doanh.

Insight

TikTok Shop phân loại các sản phẩm Invite-Only thành nhiều nhóm với yêu cầu giấy tờ khác nhau:

  1. Books, Magazines and Newspapers: Sách chỉ được bán các thể loại Art, Babies’ Books, Biography, Calendars, Cook Books, Comics, Dictionary, Education, Entertainment, Fiction, Fitness, History, Law, Lifestyle, Literature, Medical, Parent’s Books, Professional, Technology, Teens’ Books, Textbooks, Toddler’s Books, Travel, Self-help, Science Fiction, Sport, Social, Study and Science. Tạp chí & báo chỉ được bán các thể loại Business, Fashion, Lifestyle và Teenage.

  2. Contact Lenses (Kính áp tròng): Yêu cầu 3 loại giấy tờ: Declaration of Eligibility for Sale of Medical Devices, Announcement of Medical Device Qualification, Result of Medical Device Classification.

  3. Fresh Flowers (Hoa tươi): Chỉ được bán nếu sử dụng chức năng “Seller Own Fleet” để Vận chuyển.

  4. Fresh and Frozen Food có ràng buộc logistics: Bao gồm Cream (whipping cream, heavy cream, sour cream, double cream, cooking cream, light cream) và các mặt hàng tươi/đông lạnh (bread, cakes, pies, eggs, frozen food, fruit, ice cream, meal kits, meat, mushroom, pastries, processed meat and seafood, tofu, vegetables, vegetarian meat alternatives). Yêu cầu ít nhất một trong các chứng chỉ: Certificate of Facilities eligible for Food Safety Conditions, OCOP Certificate 3 sao trở lên, Vietgap Certificate, Commitment to the Production and Trading of Safe Agricultural Forestry and Aquatic Food Products, HACCP Certification, hoặc ISO 22000 Certification.

  5. Jewellery and Accessories (Trang sức và phụ kiện chứa đá quý/ruby, sapphire, emerald hoặc kim loại quý/gold, silver, platinum, palladium): Yêu cầu Business License chỉ rõ kinh doanh trang sức, Gem Identification Report/Jewellery Report/Gold Certification Report, hình ảnh sản phẩm kèm chứng chỉ.

  6. Media Products: Chỉ được bán Cassette Tapes, CDs & DVDs, Vinyl.

  7. Mobile SIM Cards: Yêu cầu Business license, Distribution agreement với nhà cung cấp dịch vụ, License for Provision of Telecommunications Services, hoặc The 1st-Level Distribution Contract, hoặc Authorized Distributor Agreement for Telecommunication Products and Services.

  8. Motorcycles (Xe máy): Yêu cầu Business license, khi đăng bán phải điền các thuộc tính bắt buộc.

  9. Pre-Owned/Secondhand Products: Chỉ account-managed sellers mới được đăng ký. Các loại được phép: Refurbished phones, tablets, laptops, desk computers, Bags and accessories, Select Baby and Maternity Products. Phải nộp hồ sơ qua Account Manager.

  10. Select Baby and Maternity Products (Vitamin & Supplements): Yêu cầu Product Announcement Registration, Confirmation of receipt of Product Announcement Registration, Confirmation of Conformity Declaration to Food Safety Regulations, Product images. Lưu ý: Cấm quảng bá và marketing sữa công thức cho trẻ sơ sinh trên TikTok Shop, bao gồm giảm giá, Voucher, flash sales.

  11. Batteries: Yêu cầu bật “Seller Own Fleet” trước khi đăng ký Category Qualifications, không cần giấy tờ thêm. Áp dụng cho 3 đường dẫn danh mục: Automotive & Motorcycle > Motorcycle Parts > Batteries & Accessories; Automotive & Motorcycle > Auto Replacement Parts > Batteries & Accessories; Tools & Hardware > Power Tools > Power Tool Accessories.

  12. Sexual Wellness: Mở invite-only cho 3 nhóm con: Lubricants, condoms, và Sexual Performance Enhancer Supplements. Chỉ áp dụng cho corporate sellers. Category qualification: snapshot sản phẩm đang bán trên nền tảng TMĐT khác. Product certification: Lubricants và condoms cần Product Labeling với SLH (Số Lưu Hành); Sexual Performance Enhancer Supplements cần Product Labeling với ĐKSP (Số Đăng ký Sản phẩm).

Vi phạm các hướng dẫn này sẽ bị thực thi hành động kỷ luật, vi phạm lặp lại sẽ bị phạt nặng hơn. Có thể Kháng cáo qua Seller Center theo Seller Appeal Guidelines.

Hành động

Người bán muốn bán sản phẩm Invite-Only cần: (1) Truy cập Seller Center > My Account > Account Settings > Qualification Center; (2) Chuẩn bị đúng loại giấy tờ theo từng danh mục sản phẩm; (3) Với Fresh Flowers và Batteries, bắt buộc bật “Seller Own Fleet” trước khi đăng ký; (4) Với Pre-Owned/Secondhand Products, phải là account-managed seller và liên hệ Account Manager; (5) Với Sexual Wellness, phải là corporate seller và có sản phẩm đang bán trên nền tảng khác; (6) Không được quảng bá sữa công thức cho trẻ sơ sinh dưới mọi hình thức Khuyến mãi; (7) Nếu bị thực thi sai, Kháng cáo qua Seller Center theo Seller Appeal Guidelines.

Điều kiện áp dụng

Chỉ áp dụng cho thị trường Việt Nam. Một số danh mục chỉ dành cho account-managed sellers (Pre-Owned) hoặc corporate sellers (Sexual Wellness). Fresh Flowers và Batteries bắt buộc dùng Seller Own Fleet.
